All About Assessment Validation and How to Validate Assessments
RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.
Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.
According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
We must adhere to the standards by conducting two types of validation.
The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.
The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.
It indicates that validation occurs both before and after the assessment. The focus here is on the first type: assessment tool validation.
The Basics of the Two Types of Assessment Validation

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.
Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.
Here, we will concentrate on assessment tool validation.
How to Conduct Assessment Tool Validation
Having outlined the two types of validation, it’s time to dive into assessment tool validation.
Timing for Conducting Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.
You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.
Still, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:
- updating your resources
- your new training products get added on scope
- review your course against training product updates
- learning resources are identified as a risk during your risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Starting Assessment Tool Validation: What You Need
Learning Resources
For validation of your assessment tools, you will require the full set of your learning resources:
Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.
Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Panel of Validators
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
As a group, your validation panel must possess:
Vocational competencies and current industry skills that relate to the unit being validated
Recent knowledge and skills in vocational teaching and learning
Any one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its equivalent
Assessment validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are accessible online. These tools typically have validators examine the tools in their entirety to determine if they meet the principles of assessment.

Though these templates make validation easier, they can lead to judgment errors because they provide little room for comments on each assessment item.

Fundamental Principles of Assessment
Fairness – Are equal opportunities and access ensured in the assessment process?
Flexibility – Does the assessment offer various options to demonstrate competence based on different needs and preferences?
Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment produce consistent results every time, regardless of who conducts the training? Will different assessors make the same decision on skill competence?
Evidence Rules
Validity – Is the evidence proof that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there enough evidence to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool confirm that the work is the candidate’s own?
Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?
Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:
Act on Your Words
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
nappy change
bottle preparation, feeding babies from bottles, and cleaning equipment
solid food preparation and feeding babies
respond appropriately to baby signs and cues
prepare infants for sleep and soothe them
monitor and promote physical exploration and gross motor skills suitable for the age
Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s check here intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Notice the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent
Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:

Answers may include:
Necessary materials
Applicable costs
Time allocated for activities
Assigned duties and responsibilities
If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.
This is true for assessment items with double-barrelled questions or questions requiring more than one answer at the same time. These can confuse students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolating the work area, engineering controls, personal protective equipment
Work area and ground conditions – elimination, isolating, engineering controls
People – isolation, engineering, administration
Structural hazards – substituting, isolation, engineering
Chemical hazards – isolation, engineering controls, administration
Equipment or machinery – isolating, engineering controls, administration
Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
